Et tu, Sue?

It's hardly news to most Watchers that Vision councillor Sue Pepperell now works and lives in Wellington. Indeed, her address and telephone number are readily available via the online White Pages and the matter has been widely reported, including via a press release from Tearaway, the magazine she formerly edited, which heralded:

...a much stronger presence in the important Wellington scene, as "Sue has some excellent connections there, especially with government departments".
It's even been mentioned in the Chron which - given they're the last to know anything - means eveyone in Wanganui must know it by now. When GK Taylor headed off to pastures new, there was a strategically timed by-election. But what's to happen this time? Taylor's appointment to a position with the Halberg Trust was trumpeted by Michael Laws as soon as it happened. But we still await official word of Sue Pepperell's big move.

Now, as we learned during the debate as to whether, and when, Taylor would resign the law is silent on whether a councillor must live within free-calling distance of the town they represent. So:

  1. The last triennial election was held on 9 October 2004.
  2. The next one is therefore scheduled for late 2007.
  3. The Local Electoral Act Section 117 (1) clearly says that if a vacancy occurs more than 12 months before the next scheduled election, then "the vacancy must be filled by an election under this Act".
Therefore, if the Diva can continue to avoid officially acknowledging Sue's move until after October he gets away without having to hold an election to replace her. Given that GK Taylor's resignation - months after he'd actually left Wanganui - was clearly stage-managed to deliver maximum political advantage to Michael Laws, it's likely that this situation will be too.

If he can avoid any demand for a by-election till 12 months (or less) before the next election, then Council can decide to either appoint "a person named in the resolution who is qualified to be elected as a member" (i.e. anyone they choose) or simply leave the position vacant.

The last thing Michael Laws wants is an outspoken critic elected to Council. Better to hide the facts and then leave the role unfilled till the election, thus setting himself up to boast (falsely) that he's "saved money" by cutting councillor numbers even earlier than was planned.

But isn't this one of those "important questions" which Vision pledged to put to the "will of the people"? After all, what's more important than our democratic representation?

Meanwhile, the Mayor's concern over declining police numbers seems to have faded. In his 13 December 2004 column he revealed:

Each fortnight, local Police Inspector Sam Hoyle and I update each other on the issues on our respective watches... It was during one of these briefings that the issue of Police numbers came up – and how Wanganui had lost six front-line cops because of demands elsewhere.
Inspector Hoyle, it seems, was sent to Wellington on a three month course and has decided not to return. So we're one very senior policeman short!! Yet not a word from Guyton Street - no protest, no farewell, nothing.

There's only one thing for it citizens. Time to get out that spotlight, point it at the clouds, and pray for the return of... MayorMan!!

Meanwhile, who could this thoughtful article in the Sunday Times be talking about? (read it before you click the link):

Neither quite left, nor quite right, he is a typical macho... leader, whose charisma is meant to stand for the empowerment of his people, mostly poor[er] than the urban elite.

[His is a] new type of authoritarianism... built on a mixture of showbusiness, intimidation, paranoia, huge wealth, and public handouts... The ideal is democracy by referendum, stripped of messy party politics or independent courts.

[He] as well as his [councillors], appear on television to denounce journalists who dare to criticise the revolution.

That [he] is applauded by many people... is not necessarily a sign of democracy; many revolutionary leaders are popular, at least in the beginning of their rule, before their promises have ended in misery and bloodshed.
No, not our Mickey, but Venezuelan President Hugo Chavez. And not our Sunday Times but the UK version. But the parallels are spooky.

We all know Mickey went to Ecuador for some excreable TV programme or other. That's just across the Colombian border from Venezuela - a short llama ride away, in fact.

Could it be he met Chavez in a mud hut somewhere, schooled him up on populist authoritarianism Laws-style, and sent him off to Venezuela?

If so, we owe the world an apology...

Really anon? She’s shown no interest in doing the right thing by Whanganui so far. Let's face it, shewho made the decision to be one of Michael Laws apologists by standing on his ticket and that was just the first bit of evidence that she's bad news for our town.

Since then she's continued drawing her stipend while assiduously playing Mickey’s (and Vision’s) games and going about town bleating about how awful he is and how traumatic it all is for her, poor thing ... sob sob.

Ditto Insp Hoyle, standing shoulder to shoulder with Mickey Mayor at every photo op.

Pepperell promised to stand up and be counted over the H then turned shrinking violet and let Mickey do maximum damage while she ran for cover.

She didn’t have the guts to step down prior to the by-election (or maybe she just likes the dosh too much) and since then she’s been mostly in Wellington, collecting her stipend and playing the game.

Another Vision enemy of Whanganui, I’d say.

We agree wholeheartedly that she's made a valuable contribution, anon. The thing is, it wasn't done as a diVision councillor. That Sue's contribution has been made outside the influence of Mickey says volumes.

Whether it's more or less than that of people who post here anonymously, well you're hardly in a position to know, are you?

She also had the courage to stand for council and that makes her different to the anonymous cowards that haunt this place too.

Sue stood under the Vision banner, which made her immune from the kind of vicious personal attacks Mickeys flings at anyone he so much as thinks might be involved with this blog. So she didn't have to stay anonymous, anon.

When she did stick her head above the parapets, on the "H" issue, she received a Mayoral spray. While we're sure personal and career reasons prompted the move, we're equally sure she took her leave of Mickey without an ounce of regret.

I cant agree with you on S Pepperell. Yes she disagreed on the letter H but that was not her conribution. The youth council is her creation and there's even a Mitchell-Anyon on that group. She was also a great defender of the Sarjeant trust board and has been a good friend of the arts. Sue has been both a vision councillor and a good councillor and people here are being too harsh. There were many who saw her as being mayor material and if she keeps contributing to Whanganui then she can live in Christchurch for all we should care.

The word on the street is that there was an email floating around South Taranaki District Council early last week that contained details of WDC's restructuring - including the names and almost the exact wording that Dr Warburton used in today's meeting and press release.

Can anyone confirm this rumour?

And if so, is this a clear indication that the council's own process has not been followed. Does this have legal ramifications?

For what it's worth, I think it's all good. But then I have the benefit of (NON-POLITICAL!!!) insight.

Perhaps, in this post-paintergate world, it doesn't matter when our elected representatives pass off someone else's work as their own.

Conversely, does this mean that it is in fact a Council employee who writes Dotty's drivel.

In my opinion, she's a kind and capable person who has aspired to do much for her community, but I can only assume that she has found herself in an extremely precarious and unhappy position, given the style, nature and politics of his Worship the Mayor.

Wherever she is based now, I wish her and her family well, and believe she will do what is right not only for them, but also Whanganui.

It's criminal but so typical that much of the responsibility for the "Heart of Wanganui" project has seemingly been placed on the plate of Hatchet Woman Sally Patrick.

While in one hand the WDC is being stripped of experienced and valuable staff, It's sad enough that we as a community are forced to rely on consultants and contractors from outside our community to determine and benefit financially from the redevelopment of our city's centre.

But surely if anyone is to facilitate the future Heart of Wanganui City, shouldn't it be someone who actually lives in Wanganui, and not Marton?

Nice to see our mayor wearing a big WHANGANUI with an H tee shirt on the tele last night. Just as well, though, that the fine print wasn’t really visible because it was a UCOL shirt. They’re already struggling to attract students and this is just the sort of “help” they don’t need. Any prospective recruits would likely run a mile rather than move to any town where Mad Mickey, celebrity clown claims to have any influence.

Her record of attendance at committee meetings during May shows she only bothered to show up for the Yoof meeting to play hand-maiden to you while you posed and preened and exploited to the max the gullibility of these teens. Of course she might claim that she earned her councillors’ salary for the month running around prior to the meeting trying to dampen down the effects of your mad hysterics. What a joke! What a rort!

Well I grew up here and observed the turds going both ways, with the tide.

Mickey's desperate arse-covering over Pepperell being able to function perfectly as an absentee Vision councillor is understandable since contact with constituents is something his hand-picked cowards seem to avoid at all costs.

She probably figures that the streets, bars and shops of Wellington are safer territory than in Whanganui where she meets ordinary citizens who are profoundly unhappy and worried about where Vision is taking this city. Her public sobbing about the dreadfulness of her position vis a vis the bully-boy mayor may have won her a bit of sympathy early on but that has worn pretty thin.
