You wouldn't credit it

Occasionally a commenter will make a point which not only has us nodding our heads in agreement at their wisdom, but which results in a round of forehead slapping and "Why didn't we think of that?!"

But a comment on our last post actually had Watchers slapping one another's foreheads. It's an obvious question, and one we'd overlooked. But it deserves to be asked, and answered:


It might be interesting for the council to join other local bodies in getting a Standard and Poor's credit rating about now ... to see what effect Mad Mickey's Big Spendup is having on Whanganui's credit worthiness. No doubt the news would not be good.

Christchurch City Council, for instance, not only has Standard and Poors assess its own credit rating - and thus financial performance - but also that of Christchurch City Holdings Ltd. It was recently reconfirmed as AA+.

Wanganui "does not have a recognised credit rating" as it admits in the LTCCP (pdf file, see p 76).

A credit rating isn't just about measuring performance (though that's obviously why we'd like to see the WDC's rating published) but assists in raising capital at lower rates of interest. A sturdy credit gives investors confidence, which means that they're more likely to lend to you at a lower rate since they have an independent assessment of risk and likely performance.

The Local Government Association of South Australia lists the benefits (pdf file,see p 12) of a credit rating as:

  • Improved borrowing terms (Treasury estimates that councils pay .3% over the bb (base bond)rate because they use the local banks that they know and they are then captive markets and cannot shop around)
  • Ability to tap a wider source of finance
  • Financial discipline
They quote the cost of obtaining a corporate credit rating at AU$33,000 +GST - so around NZ$37,000 but that cost would probably be recouped in interest savings in the first few months.

So by not allowing Standard and Poors (or another respected agency) to rate them, the WDC are not only denying the Wanganui public a benchmark of their financial performance, but quite possibly subjecting ratepayers to higher interest on borrowings for, as Anonymous puts it so well, "Mad Mickey's Big Spendup" on swimming pools, carparks, libraries etc.

Ratepayers are perfectly entitled to demand that the Council subject itself to external scrutiny from Standard and Poors or a similar ratings agency. If you'd like to see just how Mickey is performing, contact the Council and tell them so. We'd love a copy of any response you may receive.

Meanwhile, to assist the finance gurus at Council to keep up with Mickey's ever-increasing expenditure demands whilst obfuscating the public about the city's level of indebtedness, we'd recommend the Official Calculator of the Zlotnian Space Program (pictured at right).

Has anyone else noticed that the uncharacteristic silence from the council spin machine (ie no press releases on the website quoting the mayor or telling of his glorious deeds for over a week) has coincided with the silence of the other mayoral spin machine on this blog, ie the commenter known as "I am not the mayor".

This all leads one to think that before long we can expect to be regaled with yet another mayoral whining session about the traumas of going holiday with kids and de factos, and that LawsWatch can expect a major outbreak of catch-up whining and abuse when the mayor et al return to Graceless Mansion.

Yeah, would be interesting to see Wanganui’s S&P rating if Options 2-7 were chosen by the citizens of Wanganui.

I would like to see it in writing whether the seismic upgrades are mandatory and who determined it.

I would also demand, under the Freedom of Information Act, that Mickey and the WDC disclose the city’s present financial debt and this information be published in the Wanganui Chronicle. This information will ascertain how “affordable” the “Heart” is.

So Mickey rejected Horizon's complaints. So What! Horizon hasn't admitted that Mickey is legally correct yet.

The Waterfront project...So What! Wanganui is alittle over one million dollars more in debt.

We all know about the River Rd. matter...Don't you read the Wanganui Chronicle? We do.

So what! if you see his car at the WDC building. It doesn't mean he's doing anything right. He's just putting Wanganui in deeper debt..You can count on that.

Those "Total Project Cost" are only ESTIMATE Total Cost. Once again...LOL..Anyone with construction project knowledge knows that the ACTUAL total cost cannot be accurately determined until 80% of the construction is COMPLETED...Period.

How about "rewinding" to the proposed Auckland Waterfront Stadium construction cost. The HoW project is no different to comparision except the Government will not "chipping in". It'll come out of the ratepayer's pocket in the little town of Wanganui..Hey how about dredging the hell out the river to accomodate larger ships and re-establish the shipping trade..like the old days of Wanganui...LOL..fat chance.

This survey was a real surprise to the businesses I am in contact with in the CBD.
There has been nothing happening during the day that would cause one to class the area as having any elevated serious security concerns.Late nights are a different matter- especially after 1am.
Some retailers may think that there should be a higher Police presence but most realise that the days of the Bobbies on the beat disappeared long ago.
Some are also misguided obviously that a Police response will come from the volunteers at the Community Police Kiosk - and this seems to be what the Mayor is saying. POlice have always been clear that their response is from Bell St- and my experience is that they are generally pretty realiable on the few occasions that I have required them over the years.
Apprehending shoplifters is not exactly priority #1 for the Police, so some businesses may have had slow responses. If businesses are really concerned about their safety and security they should team up with other businesses and hire private security.
Exaggerated labeling of the CBD as having serious security concerns, (following on from "gang problems")is unhelpful to our image and potentially damaging - even though most know it to be untrue.

Sunday Star Times today and their feature lead story on the future of the radio market in NZ.

So this is why Michael Laws uses the mayoralty as he does ...

"Fairfax New Zealand chief executive Joan Withers knows the radio business well - she is a former chief executive of TRN. Would Fairfax consider buying radio assets? "You'd never say never in that scenario," she told the Star-Times.

"In New Zealand radio has been incredibly strong... the two majors have become very tightly focused and able to target audiences very cost-effectively. As a component of the media mix, radio has a very valid part to play."

Some analysts see few synergies in the combination of radio with other media, such as TV or newspapers, but Withers disagrees. Top among the benefits is the ability to offer advertisers the ability to reach their target demographic in several ways.

"If you want (to target) females aged 18-34 we can put together a package that includes the Star-Times, Dominion Post, magazines... If you think about that with other media, could you add that on? Yes, absolutely."

And while there are cross-promotional benefits and the chance to "re-purpose" editorial content for other outlets, there is another more important factor, Withers said.

"I really believe talent management is going to be a key competency for media owners to have."

The implication is that media groups will try to develop stars, like John Campbell and Michael Laws, and harness their abilities to as many vehicles as possible.

"If we become good at managing talent that's something we can capitalise on," Withers said.

The above comment is another example of the bigotry at the heart of diVision. "Don't like what we're doing? Leave town!" This has been their constant refrain (sorry Joan). Bob Walker and Michael Laws (even when they're prepared to sign their own names at the bottom of letters to the Chronicle, as opposed to their more usual practice of signing a false name and address) both have repeated this demand, that people who disagree with them leave town.

In promoting these policies Vision Wanganui show their true colours. Think ethnic cleansing in Bosnia Herzgovinia. Think Germany's final solution. Think gassed Kurds, killing fields, and all the revolting stinking piles of bodies.

Don't get too close to me Michael. I can smell the mass graves on your breath.

My advice to Police is simple. Wait until the survey is complete, and then study carefully the final results. Look closely for evidence of fraud perpretrated by Michael Brian Laws. As and when you find it, prosecute the little toe rag.

Looking at that Wanganui Chronicle story on flood control, it says that Horizons made the decision in APRIL 2006 to take back control of the flood protection and river control.

That was before the WDC had published even its draft LTCCP (ten year plan) so it cannot have been in response to any slackness at the mayor's end because they had not discussed it.

In other words, the WDC should have removed flood control from their LTCCP if already informed that Horizons had taken responsibility.

Should not this blog have got its facts right before condemning the council for irresponsibility?

We agree at least in part anon. There's still information-rich comment (e.g. from Rob Vinsen on this very post) and humour (e.g. anon @ 6.30am on the 13th) but the overall standard of debate is declining.

A "new" blog would simply attract the same commenters, and we doubt many people from either side of the debate would comment if we demanded ID at the door like some exclusive club.

It was only recently that Kiwiblog began moderating comments, because while some prominent NZers and other bloggers chose to debate there, the blog was getting flooded with tit-for-tat abuse.

We let some of it through because, alas, it seems to reflect the way Wanganui is headed under its present divisive leadership.

But we'll say again to commenters on both sides of the fence: Try lifting your game.

LOL....I understand what you're saying Laws Watch, but, the "You wouldn't credit it" post is more of an "action" post vice a debate post for comment.

Comments, "talk" on a blog is not going out to the public to demand that Council get a Standard and Poor's rating. Unless, you're hoping that that will happen by word of mouth.

And just commenting on the unaffordable Heart of Wanganui project on a blog is just "patting oneself on the back" telling a small group of blog commenters that "Yes, we are right."

It's going to take "leg work", tabling, and money to be effective. Anything other than that, is only a waste of time.


I'll handle the "LOL" haters (communist)I'll deal with them because I love getting on their nerves with my "LOL's". They know my comments are spot on and they're just trying to discredit my comments.

It pretty hypocritical for anyone associated with Michael Laws to even raise the slightest murmur about the standard of debate here. The fact is that Laws and his people never enter into debate. He set the tone right from the start with his electoral lies (I'll be a full-time mayor, for eg.), and sustained it with his personal attacks on anyone who exposes him.

Hence the anger manifest on LW; that democracy has sunk so low that a person like Laws ever had a chance of being elected at all was bad enough, but that Wanganui was ill-informed enough to elect him after his grotesque performance in the Beehive makes it worse. The fourth estate is a joke, so here we are with what we have left.

If Mickey wants a proper debate let him stop the abuse and own his comments.

As I recall it was the arts set who attacked the mayor first after he canned the Sarjeant extension, not the other way round. They used prejorative abuse and he responded with his "single issue nutters" remarks.

Check the chronology.

I also cannot recall him using any of the language on this blog in describing his political opponents. Can you?

Mas must have shared the Bolly around when he got back to the Chronic after the December council meeting with a bottle full of mayoral goodwill (read reward for services rendered and bribe for services to come).

It’s good to see the news boys and girls earning their keep by conveniently cheering along the waterfront development while not mentioning there’s been a couple of cost-escalations in the last week, let alone reminding the punters that they actually voted in the referendumb 05 to spend just $260,000 on something that without warning became $1.8m a week ago and is now proudly labelled as a $1.85 million mayoral ratings booster.

No wonder the banks don’t want to know this bunch of incompetent spendthrifts….

You can try and rewrite history to accomodate your vanity, Mickey, but you lied your way through (and out of) the Beehive, and you lied your way into the mayoralty. You lied about the Sarjeant Gallery funds, as anyone who's heard the name Congreve knows. Your interpretation of Larry Mitchell's report (itself suspect) is a lie. I could go on.

It's expected that politicians will lie, and Mickey is by no means the only one. What raises people's hackles is that for him the lies (by his own admission he stands up for ideas he does not believe, because they're "popular", but this statement is in itself just another device.) are a deliberate part of the strategy. He has become so adept at it that debating with him is a waste of life.

Its a matter of public record (all right it was in the Chronicle but that is close enough innit?) that the WDC underwrote the Cooks Concert for $70,000.

the question is how much additional dough did WINC do? Micky has been looking for a reason to bring them back under council control and I'd say they have just given it to him.

Sounds like Antoinette Beck was at work doing a bit of push-polling back in July 200, from this wee snippet on the council website from the good old days before Mad Mickey ran amok at the council:

Telephone survey not a Council initiative - 21/07/04

The Wanganui District Council is not currently conducting any telephone surveys, Chief Executive Officer Colin Whitlock said.
"It has come to our attention that a survey that is currently being carried out may be construed as being done by the Council," Mr Whitlock said.
"A number of people have contacted us about the survey. However, the Council is not conducting any telephone surveys at present."
Mr Whitlock said if people were asked to participate in a survey and were unsure whether it was an official Council survey, they could contact the Council on 349 0001 to check.

WOW!! Just heard that Morgan (Morgs)Hunter-Bell is now doing work experience in the Mayoral office three part days a week.

Could it be that Mickey is training him up to stand for Mayor?

How strange that Mickey should be calling for a review of WANC when it was all his idea, he made sure it became a new-old boy network, he made sure he got a seat at the table and he's made sure its primary goal in life is to do his bidding, ie mayoral miles, boxing day concerts, events trilogies etc etc. And so what if they can't do all that with $750,000 of ratepayers money ... as a previous commenter demonstrated, $2.5 million in cost increases for Mickey's waterfront means so little to him and his fellow Hooray Henrys that they don't even bother to mention or explain it.
