Bad news bares all

Watchers thinking of attending tomorrow's Strategy Committee meeting had best take along hearing aids, ear trumpets and perhaps request the Council flash subtitles on a TV monitor because it'll be very difficult to hear, such will be the deafening flapping of pigeons coming home to roost.

Before we get to the meaty parts of the agenda (or the gristly bits, from Michael Laws' perspective) it's worth noting that the document highlights the functional illiteracy of one of Mickey's hand-picked flunkies, Senior Policy Advisor Stu Hylton.

Not only is there reference to "the amount of 'events'" but also this little gem: "The council’s officers who are currently trying the 'reign back' the types and frequency of events"...

Isn’t it cute, the way he puts quotes around his grammatical clangers? We wonder if he puts in hours colouring in title pages for the original reports, like some Watchers used to do in the hope that their teacher wouldn't notice the fact they couldn't spell. Or form a coherent recommendation. But then we went on to graduate from primary school...

Anyway, aside from lamenting just how hard it is to find good help nowadays, Mickey must be fuming at the performance of those other hand-picked lackeys, WINC.

Right there in what should be an innocuous introduction, Chairman Ron Janes drops a clanger:

This report will discuss the activities of Wanganui Inc (WINC) for the 17 weeks since my last report to the Strategy Committee dated 3 November 2006…
Seventeen weeks?! At the time of WINC’s "birth" concerns from Councillor Westwood et al that it would lack accountability were met with an assurance that it was perfectly accountable because it would report six weekly. And my what a lot of dirty smelly water has stagnated under the bridge in the last 17 weeks.

Of course the "discussion" isn't meant to include the mugs in the public gallery who actually pay for the Michael Laws Memorial Events Orgy. The proposal is to kick the public out at the end of the meeting but to let Ron stay to discuss "Wanganui Inc structure: Staff and commercial matters" which no doubt is about Mickey deciding to yank his bastard offspring back into the Vision family.

The remainder of the report is riddled with some quotes from Razor Gang Ron which we'll bet won't see the light of day in the Chronic (unless Mickey decides to turn on WINC and blame them for his shortcomings, in which case of course they will be published, well marinated in Guyton Street Spin Potion):

WINC continues working with a low year-end profit expectation but stable cashflow. The year-end predicted profit/loss is $5,000 profit versus a budget of $20,000 profit.

WINC has met with a number of the top 30 companies in Wanganui … feedback from companies has included: ...A view that events are getting all the attention and local business growth is being overlooked.
Yikes Ron, that sounds spookily like what John Martin said when he launched his campaign. Positioning to keep your nose in the trough under a new administration, are we?

But the comedy of errors doesn't end there Watchers. Ron goes on to say:

Branding: A successful launch of the new ... branding ... comment has been very positive and the brand family provides excellent leverage for Wanganui.
Of course the fact is, this is a joke. There have been numerous letters to the Chronic saying it’s dated, boring, stupid etc., and much derision around town, including from visitors. And most notably from mad Rana Waitai, who thought he was leaping in to help Mickey attack the tourism MRI but muddled it up with WINC's Mickey-inspired "branding" and called it a "wet dish cloth".

But wait, as the best snake oil salesmen say (and Razor Ron has sold his fair share of that particular ungent in his time), there's more:

BOXING DAY CONCERT:

Income $123,069; expenditure $220,321; loss $97,251... Facility costs – less due to some efficiency gains and a favourable rate from Cooks.
Yep, $97,251 of ratepayers' cash down the failing sewer and that's despite Mickey’s other tame lackeys at Cooks Gardens giving them mate’s rates so the venue cost came in at $16,640.89 versus a budgeted $25,000. If it wasn't for that, losses from that one event would have topped the $105,000 mark.

They even managed to drop a set of speakers during set-up which "likely will be covered by the crane’s insurer". And on it goes:

Security – $18,113 cf budget $10,000 – More due to WINC initially assessing we could make efficiencies with this but subsequently deciding in conjunction with the police and facility management that robust and quality security was important.

Attendance/sales: 2100 paying attendees, plus corporate box holders at approximately 200, and comps of 200.
So the ratepayer subsidy for each paying person was $46.31.

And it looks like Antoinette Beck was called in to survey the bikers at the cemetery circuit (what can she have been up to?!):

There was a 93% awareness of the concert at Bikes. Of those at the Bikes 28% 'needed to get home or were tired'. 14% thought 'it was too expensive'. 7% said 'the performers didn’t appeal'.
So what did Antoinette do with the other 51 percent we ask, and did it have anything to do with all those hay bales?

Never fear though, Watchers. This wasn't an example of yet more gross wastage of public money in the name of Making Michael Laws Look Good. Because we can all benefit from what Antoinnete calls "learnings". (We presume this is something she learned from Borat (renowned author of "Cultural Learnings of America for Make Benefit Glorious Nation of Kazakhstan") during the time Mickey sent her into exile.

The learning from this includes:
  • An international act should be sought if cost structured in this manner.
  • A lack of exclusivity likely had a negative impact.
  • The Bike racing does not necessarily bring a crowd that attends a concert and accommodation is already stretched.
Gee, who'd have thunk it. But now we've spent all that money on proving what good common sense ought to have told us in the first place, the bad news for Mickey must surely be over, right?

Wrong.

A year ago there was a ludicrous spin job done on the BERL report on Wanganui’s economic performance wherein the Chron helpfully confused absolute and relative rankings, to the benefit of Mickey of course.

The Wanganui district economy has come third on the BERL (Business and Economic Research Limited) local authority rankings in 2005, skyrocketing from just 56th place the previous year... Mayor Michael Laws said the result was a stunning achievement for the district.
Now BERL (in the person of Jiani Wu and Dr Ganesh Nana) are delivering the unvarnished bad news. And even John Quisling... sorry, Maslin and Kirsty Macnicol won't be able to spin this as something it's not, though we're sure they'll try:

Executive summary

All Key Performance Indicators except business units growth, had negative growth in 2006. It includes resident population growth, real value added growth, GDP per capita growth, employment growth, productivity growth and business size growth.

GDP decreased by 3.2 percent compared to a 2.2 percent increase nationally and employment growth, at -0.1 percent compared to a 2.2 percent increase nationally... These outcomes resulted in the decrease of GDP per capita at the rate of 3.2 percent. Productivity growth, at -3.9 percent, was still worse below the national decline of 1.0 percent.

Absolute rankings

Overall rank 2005: 28; 2006: 57. All indicators are down (Ed: they even use a filled-in black downward pointing arrow, just so the Chron don't try to substitute another phrase like, say, "up") except for resident population growth.
Nero had his fiddle... Mickey has his cha cha.

Meanwhile, the proposed Gang Bill has been mugged again, this time by the editorial writers in Mickey's old stamping ground. Hawkes Bay Today (sister paper of the Chron) asks:

...more importantly what practical benefit will it bring? The "patch" is a manifestation of tribal, gang behaviour. It's not the other way around. It will be simple enough to circumvent such a ban using other common symbols, from hairstyles to body piercing and tattoos. And if they are to be banned, who is to choose what skin adornments or haircuts are acceptable?

It would be tempting to put any such law to a simple, if expensive, test: If Mongrel Mob members were identified by their Gucci loafers (as members of Britain's hoodlum "Chav" subculture are by their beige-checked Burberry caps) then luxury designer footwear would have to be barred from treading inner-city streets.

Such a ban is little more than a gesture. It satisfies the need to be seen to be doing something but is unlikely to curb boorish and criminal behaviour, which ought to be the real targets
A gesture? Ah yes, of course. That's one of the few things Mickey's good at.

Thanks for exposing this, Lawswatch. As a long time Wanganui resident I hoped the city would be able to survive this bleak period in its history but if this is the result of just the first full year of Michael Laws, then it's apparent that he has inflicted immense damage already.

He was silly enough (or thought we/esp with maslin's help) were silly enough to think he could rightly deserve the credit for the fact that Wanganui in 2005-06 had benefited from the "rising economic tide that floats all boats". Now let's see what job Mas can make of spinning this latest evidence that the good ship Wanganui is sinking with a mad skipper at the helm.

Between 1994 and 1999, employment numbers went backwards in the River City – but over the past five years, the same figures have grown by 6.5%. Wanganui’s GDP is nearly 14% higher than it was five years ago and last year alone, economic activity rose by an estimated 3.9%.
The full story of Wanganui’s recovery is told within a July 2004 report by the BERL forecasting firm. Philip Shackleton, economic development manager for the Wanganui District Council, says the change in the city’s fortunes began in 1999. “Prior to that, it was running at little, to no growth. It became clear that a lot of the local manufacturing needed to diversify to compete.” They have succeeded. These days, Shackleton can point to some 10 to 20 niche manufacturing companies in Wanganui that are exporting and competing well.....
Among the highlights: over the past 10 years, Wanganui has seen a 40% expansion in manufacturing and building, and the primary sector now accounts for only an 8% slice of the local economy. In future, the city plans to focus on the creative arts – the local Sarjeant Art Gallery is due for an $8.2 million refit – and on tourism, food processing and education. Confidence is returning. Only two years ago, it took twice the national average of days to sell a house in Wanganui. Today, the same sale duration figure has tumbled below the national average."

"I suspect we need international rather than national acts. The 2006 line-up delivered brilliant entertainment but didn't possess the 'wow' factor that international bands bring. It's something we'll look at in the New Year."

Mr Laws said that the aim of the council and event organisers was simple.

"We want New Zealand to think that the terms 'Boxing Day' and 'Wanganui' are interchangeable. The economic benefits would flow through the entire region – to motels, hotels, cafes, shops and the whole service industry."

I've only read the first couple of paragraphs of the latest article - I will go back and read the rest - but I had to comment before I could go further. Don't shoot the messenger Lawswatch. Stuart Hylton is one of the hardest working staff members. If he has put out grammatical errors then it is no doubt due to the workload piled onto him by Mickey's latest fads.
Dog problems, temperature gauge moves, 10 year plans, gang patch bylaws... all of it is dumped into SH's lap. Mickey dreams up a new fight and SH is told "make it so"
You have him listed as policy analyst but he is also tasked with looking after customer service and regulatory. Why? because Laws has driven out the people who used to run those areas and Warburton would rather lump something onto the portfolio of others rather than replace those who have gone.
I am all for this blog but have to take issue here. If SH is driven out of WDC then it will be the biggest loss to date for the organisation. Don't the spin doctors proof read public statements prior to them being released or are they too busy writing up Mayoral Mile/Election/Strategy fall out/Referendum media releases?

The BERL article is all over the place if you read it properly. It discounts Wanganui's performance (25% of the grading) because of population decline between 2001 and 2006. Try blaming Michael Laws and his council for that - all of the western districts have the same problem.

Then it says that GDP is down but business units are up. The latter proves that there are more businesses in Wanganui than 12 months ago (Wanganui ranks 24th out of 72 LAs)which is a clear indication of economic GROWTH. There is another table which then says employment numbers are DOWN.

Some clowns, like Tim Shadbolt for instance, demonstrate keen abilities in other areas. Not Mickey, I'm afraid. He'll never be anything but a clown.

SH actually took a backward career step (at his own request). He was 2IC to Kevin Ross (Dep CE) but he was lumbered with overseeing 2 departments (remember James Low/Bob Davies/Keith Hindson?) as well as having to pull rabbits out of hats to play fiddle to Vision.

Council staff work for the rate payers but unfortunately they are also expected to service the needs of the politicians... no Helen lawrence jokes thanks.

SH's experience and ability is much needed at WDC. And they know it!

In other words LW and anons, lets remember who's pulling the strings. Lot's of people are just doing as their job description states. To quote the movie Clerks: Just because we serve you, doesn't mean we like you.

Another (!) screw up by Laws Watch.

After this posting I thought the council was hiding something. Then I read the Chronicle this morning (page 4: 'Wanganui economy open to interpretation') and even the author of the Berl study, Dr Ranesh Nana, is saying that;

1. His figures were affected by seasonal declines in the meat processing and pet food manufacturing industry (AFFCO and Masterfoods have put on staff, not dropped them) and,
2. The year ahead was going to be affected by things council had no control over, like inflation, exchange and interest rates.

I also read the mayor's comments which were essentially asking where Berl's proof was given that house prices are up, benefit numbers are down and there are multi-million building projects underway at Ucol, the hospital and the wastewater works etc.

Own goal, Laws watch. The council have no responsibility for any economic drop because they have no control over two private firms.

Mickey wanted money out of the water management budget, so he demanded that WDC pour shit into V.Lake rather than do its job. Of course he's responsible for the algal bloom.

As for private companies, why would anyone invest in a Wanganui company when the arts, and therefore our creative support for said companies, are being run down by a fuckwit? Why would anyone base themselves here with all the negative headlines like "Michael Laws is Mayor of Wanganui"?

How can WDC staff be expected to maintain the city's infrastructure (by, for example, processing resource consents promptly) when they're being called "fucking useless c**t" at work?

When Wangas does well Mickey wants the credit. When things don't look so good he ponces around blaming everyone else.

He is poison, as anyone who's ever dealt with him will tell you.

No amount of comments from him on this blog can change that fact. In fact, that's one of his delusions, that propaganda is the same as hard work.

We're sure Berl hasn't prospered as a leading economic forecaster since 1958 by screwing up, anon. But hell, Mickey has an arts degree so he must know more about the local economy, right?

The council have no responsibility for any economic drop because they have no control over two private firms.

Alright, let's be (exceptionally) generous and say that the employment figures are entirely the fault of private companies and not the poisonous, hostile atmosphere Mickey has created.

I'd like to add to that, even if BERL has screwed up. More likely than not you'd never know it with BERL's disclaimer:

Yep folks, another fine example of a Loser Laws supporter.

I'd rather be "deranged" and have supporting statements to my accusations against Loser Laws,
than be a brain dead Loser Laws supporter that always comes to this blog with frivolous comments about anti-Laws folks and can't come up with anything to back your comments.

Why don't you get a proper education and come back to this blog and try again. Try taking a composition class. There, you'll learn about using supporting statements.

Also, if you're going to bash some people's grammar, just try to get their point.

I've read some bad grammar and typos in newspaper articles. The Wanganui Chronicle included.

If I knew that their were going to be your type of Loser Laws species, I would have included an example. But, give me time. I'm sure it won't be long before I find bad reporter grammar/typos.

But, what makes it worse is when the newspaper proof-reader misses the bad grammar/typos too. Or, maybe you can blame the type-setter for the typos.

No matter, tells you something about the hiring quality of that newspaper company. Sad isn't it?

The only contest loony Laws could ever win would be a three (or more) way split. He had nowhere near a majority three years ago, and has since squandered any goodwill he was elected with. Remember when NZ 1st were polling at 30%? Then loser Laws became campaign manager and their support plummeted to 12% and has never recovered.

That was Mickey's last big chance in politics, and he proved utterly incompetent. Now, as anon remarked earlier, he thinks a real job is ranting at the intellectually challenged. He has to endure the insufferable pettiness of local body politics, where he gets told off by the likes of Dot McKinnon and Bob Buchanan.

So his frustration boils over into incontinent rage and abuse, and as more people are exposed to his "charisma", the more people grow to despise him.

The Police accept anonymous tip-offs every day, anon. Criminal matters aren't like civil cases, where the complainant prosecutes the action. And since we have no evidence to offer other than server logs, the case wouldn't really hang on our attendance in court.

Of course the police can choose not to act. But we suspect if it were addressed to, say, Snr Sgt Nick Dobson, or even the copper at whom Mickey had a screaming fit after he was pulled over for speeding near Pahiatua, it might just get some attention.

Lastly, do you honestly believe that anyone on this blog knows where comments originated? I don't.

My gripe is, you allowed a "threat" comment on the blog, but, you didn't, at one time, allow a comeback to the idle threat. That's called being onesided, or biased, if you will.

Allowing a "threat" comment on the blog and denying a comeback, is an issue of "Two wrongs don't make a right".

I thought the comeback was pretty funny with the exception of the poor writing in some places. I'm sure the clown got the point though.

FYI Keith Smith was "moved" out ala Rosemary Hovey after he had the nerve (way to go keith!) to stand up to laws in public. Once gone his work was missed and he had to be brought back. I specifically meant the "threat" comment and that was the main topic of my comment thus far.

Having a "potty mouth" is one thing, conveying a threat, is another.

The same "threat" comment on, 7:29 PM, March 15, 2007, that motivated you to reference:

Laws Watch...Please continue with the post debate. I'll enjoy myself with the "topic changers" (Loser Laws supporters).

For now, I'm done with my comments concerning the current post. I'm waiting for a response from BERL, IRD, and Stats NZ. Then I'll compile their responses to continue on with the topic...I might have found a "fluke" with Mickey's and the WDC's "claim to fame" nonsense to the Wanganui BERL report. Stay tuned.

Attended the Mayoral Mile last night. A fantastic night for Wanganui.

Who else could pull that celeb lineup, Norm, Megan, and Michael himself.

Had an elderly lady behind me who thought Michael had a great set of legs for a man of his age too :-).

Another great concept, thanks Michael.

Sorry for being so positive.

Oh..and while Im here the word on the street from normal people (not embroiled in this dark environment) is that he has done a great job and would piss in if he decides to stand. He has the occasional personality glitch, but which genius hasnt had?

The only reason the numbers down a bit at the Mayoral mile was because of the weather. It was a great night, a great event. Another huge plus for ML. You gotta admit. The danger is that the next Mayor won't put his/her hand in his/her pocket to continue this event.

I think the athletes comments really mean they're pissed off with what should be a serious athletics event being turned into Chief Clown Mickey's personal circus with shonky raffles etc used to try to drag people along for headline purposes rather than because they're interested in athletic competition.
