Ka ching! Ka ching!

Watchers are reeling in from the evening "Heart" presentation with a sound akin to being trapped in the bowels of a pokie machine ringing in their ears.

Millions and millions and more millions are talked of... full details are available on a reasonably informative website (which wins multiple extra points for managing to avoid including so much as a single photo of the Mayor!).

The status quo, they tell us, will cost $13.5 million over the next decade, because of the requirement for structural work on several buildings. Then the options range from $9 million (Option 7) to $69.7 million (Option 5) (and that's not counting the underground carpark for a mere $4.1 million, which can be added to any of the other options much like one might choose to add a garage to their granny flat).

The costs are helpfully broken down into a "per ratepayer per year" figure, with the maximum dip into your back pocket being $246. That, pesumably is not "a signifcant rise in rates", since Mickey is on record as telling the Chron that that wouldn't be needed.

However, all is not as clear as it seems, since the project descriptions aren't explicit about what happens to the bits of the infrastructure which aren't earmarked for an upgrade. For instance, Options 2, 3 and 4 merely offer various choices for the library, including "media walls" (looped re-runs of 'Game of Three Losers', anyone?).

Presumably the other buildings will just receive the minimum work needed to bring them up to spec, which is why a "status quo" figure sits alongside the various figures required to build Sally and Mickey's dream house.

So each of the option totals needs to have added to it the "status quo" figure alongside it. That's a tad misleading, in our opinion - the average punter might think that "status quo" is the "do nothing" choice, as outlined in Option 1.

In other words, they won't for instance add the $10.5 million to the $69.7 million in Option 5 to arrive at a grand total of $80.2 million.

Clearly, some of the options are exclusive of one another and others are meant to be at least considered as part of a "package"of options, combining two or more to produce a desirable outcome. Which options are which is also not made explicitly clear on the website (though Option 6 does mention that it works in with Options 2, 3 and 4. But then what if voters opt for Option 6 but not the others? And if they do choose both, will the misnamed "status quo" figure then reduce?). Hopefully things will become clearer as the discussion continues.

The website seems a surprisingly straightforward (by Mickey's usual standard) presentation of the options. But the devil is in the details, including just how much "flexibility" lies within those cost estimates.

There's also the claim that "some external funding can be secured". This is projected at up to $8 million for Option 5, but zero for the status quo. Who's to say a corporate donor wouldn't step in to, for instance, install climate control at the Sarjeant so the works curated there weren't slowly deteriorating? And who's to say $8 million will fall from the pockets of corporates?

There's a comprehensive list of community meetings happening all over Wanganui, so if people haven't pinned Mickey, the architects and councillors down on the details by the time they come to vote, they'll have only themselves to blame.

The questions posed in our previous post are, as we expected, neatly skirted around. But Honest Mickey's Used Architecture Inc offers a customer service hotline and an email address to ask "questions... which are not answered in the information you have seen so far". There are expensive options and then there are cheaper ones like the War Memorial library and the underground library (brilliant!)
The Heart project was the mayor's idea after canning the Sarjeant - hard to complain about the outcome although the mayor himself very silent on his preferred outcome.
New Chamber president very supportive publicly so what's happening there?

Wanganui does not need this upgrade. Mickey is just looking to leave his mark. He's not at all interested in the livelihood of the town, and is making it clear that all he really wants to do is polish something he regards as a turd. The 'Heart' project wioll make Wanganui a laughing stock -
'Take a look at us now: REDUX'- and will lead to higher rates for the subjects of the heir to Laws' throne. Poisoned chalice, poisoned city.

Anyone who asked anything pertinent or voiced reservations was cut off at the knees by His Ugliness at the noon meeting. Dotti was a bit slacker at the evening meeting and lots of people were allowed to waffel on about their personal preferences. Marie McKay did manage to point out the the Warren & Mahoney plan was far better at solving the gallery's problems than the one put forward and was cut off and accused of being 'political' for her troubles. Go Marie!
The evening meeting did feature some breathtaking dishonesty by old Dotti though, she spent some time implying that the wastewater project was all but complete and rates would then drop so we wouldn't even notice the extra whack on our rates bills. I thought that was pretty imaginative.

The architects clung tenaciously to their "Our brief was to come up with this" mantra.

The radio ratings are out and posted at www.radioscope.co.nz Radio Live's ratings all went UP and if I'm reading their national figures properly then the mayor's daily audience has gone from 104,200 listeners to 121,900.

Official results are here. That's the website of the people who undertake the surveys. We haven't had time to analyse the results as yet, not wishing to have them distract us from slightly more pressing issues, such as how many millions Mickey's planning on wasting.

Oddly, though, we couldn't find any data on "the Mayor's" ratings (but let't not forget, Watchers, he's not the mayor when he's on the radio calling people "fat brown slugs", "inbreds" etc. That's a different Michael Brian Laws).

Radios, who conduct the surveys, provide only overall station share and cumes. And unlike, say, Newstalk ZB, Radio Dead never wants to talk publicly about individual hosts' performance.

Care to reveal your sources, anon?

The mayor and council aren't planning to spend any money on the heart project leaving that decision to us great unwashed which is fair enough.
And if they can't spend any money in the 2007/8 year on it then how does that square with your earlier claim that the mayor is retiring at the end of 2007?
Read that link on the radio figures - looks like Radio Live average 120,000-plus listeners so if the mayor has been given a 5 year contract with Canwest then one assumes he's responsible for some of that. Jealousy, LawsWatch? I'd love to workj 3 hours a day & get paid $200K a year.

According to the Radioscope news story, Rdio Live increased its national share from 2.0 to 2.8 and is now ranked higher than Radio Pacific and Radio Sport and in the same par as Mai FM.
The 'cume' figures represent a 17,700 gain - the number of average listeners. The dominant Newstalk ZB had a 16,100 loss in listeners but are still tops easily.
From the figures on the survey website, it looks like Laws has an audience of 121,900 listeners throughout NZ, up from 104,200. That Tonga episode obviously worked for him!

The whole 'Heart' exercise smacks of smoke and mirrors. This will be trotted out every time during the next year that it is necessary to divert public attention from things like the Splash Centre price rise, or the $6 million surprise that the waste water project gave us or the extra money that will be added onto rates if we decide to go ahead with the water softening project or the fact that we are getting an extremely poor bang for our buck out of WINC.

There is enormous scope to create antipathy and distract people from the stupid decisions that have already been made.

On those grounds alone Micky will consider the (how many thousands of dollars?) money already spent to be a good investment.

The corruption of debate by, among other things, careful control of topics around the Council table. The corruption of language that labels any comparison between the Warren Mahoney extension and the Bossley Bridge "political".

The corruption of political process in secret extra mural caucus meetings and bloc voting, not to mention bloc campaign funding.

The corruption of thought that leads to statements such as "lying is acceptable".

The corruption of logic that labels two separate commenters "Pommie" because they happen to concur.

The corruption of life inherent in the use of racist labels.

What "everyone" knows, because it's on the public record, is:

1. He insisted a council of which he was a member run a poll because, apparently, they desperately needed to know who their most popular councillor was.

2. He recommended a polling company without disclosing that said company was owned by his then wife and best friend, a former Mr Gay Wellington, Paul Sherriff.

3. The "results" of the poll showed - surprise, surprise - that one MB Laws was the most popular councillor. It was signed by Ms Antoinette Beck.

4. Attempts to find Ms Beck failed. A reward was even posted if she would only reveal herself. Laws obfuscated, saying at one stage she had returned to Australia.

5. Eventually, after a charade involving handwriting experts and the usual high drama, it was admitted Ms Beck didn't exist, making the signature a forgery and casting doubt on the results of the poll.

6. Technically, you're right - Laws wasn't forced to resign because of that little piece of trickery but for swearing to Winston Peters that no one in his Parliamentary office (which at that time included Louise Antoinette Sampson (stepfather's surname: Beck) and Paul Sherrif, had signed the poll. Winston took Laws at his word and reeated this in Parliament, thus making him guilty of misleading the House. Peters understandably viewed this piece of treachery dimly and forced Laws to resign, which he did, but only after trying everything possible to hang on to his job.

Corruption? "Everyone" can no doubt judge that for themselves. But much as he and you might like to try, there'll be no re-writing of history.

I live in HB, attended a couple of days of the court case so let's go through all your "errors". Although are they errors or untruths provoked by your malice?

1. That Napier council poll did not test popularity (a point made clear in the court case) - it tested "awareness";

2. The court had evidence from both Laws & the NCC that he contracted the polling company to save the NCC money. From memory the polling fee was $2,000 and I reckon a market one would be worth 10 times that;

3. refer Answer 1. It didn't test popularity. You would expect the MP for Napier to have a higher public profile than a councillor. Hardly shock/horror/resign, is it?

4. Laws admits he misled media - that's why he resigned. Over 10 years ago, but you still keep harping on. What politician hasn't misled the media?

5. The police investigated the forgery accusation after an official complaint. They found no charge to answer. personally, I found that issue the most interesting of the court case. All inquiries cleared Laws which I guess is obvious.

6. Laws didn't mislead Peters. In his book he says Peters said he didn't want to know and that he had to convince Peters that he must resign. I read a comment by Tau Henare recently that it was Laws and Henare who said Laws should go, not Peters. Obviously there was no bad blood because Laws ran NZ First's campaign for the 1996 general election.

If you're going to lie on your own blog, LawsWatch then that's sad. But its sadder that a guy who did resign and has done bloody well still gets pricks like you inventing stuff. Who's really corrupt?

Sort of proves the point of the earlier commenter though that this blog is motivated by malice. Get a life.

Lawswatch, your explanations don't wash -

1. Yes, there is a difference between "awareness" & "popularity".
We're all 'aware' of Gary Glitter and his loathsome ways in Vietnam. Does that make him 'popular'?

2. The Audit Office report that I read as part of the court documents said clearly that Laws intentions were sincere, his actions were technically illegal but it was "an honest mistake". That was he view of an inepedent body - the same one that called Labour on their pledge card.

3. Yes the fact he was investigated by everyone (I can't remember them all but the Police, the Audit Office, the SFO and the Local Government Commission are the ones I do remember) and they fund he had "no case to answer". He didn't do anything wrong except mislead the media, coughed to that and resigned.


4. Everyone knows who A Beck was and that was brought up in the court case and long before that. It was the staffer in Laws office.
He said he took all resonsibility at the time and I've never seen anything anywhere where he has aid to the contrary. I admire him for that.

Ron Janes is on the record saying that the council should sell Wanganui Gas. Has any one who writes stuff here actually lived in Wangas for longer than five minutes?

It was an interesting announcement because all the rumours were that council was selling, not buying Wg Gas. Which sort of proves that council (both council & management) stay very tight. According to the press releases they made the decision over 5 weeks before it was publicly announced. I used to think this blog had the inside goss at council but it does not seem to anymore.
