Money? We got nun.

"Let’s start at the beginning. A very good place to start," as Oscar Hammerstein wrote and Julie Andrews sang, with our observations of GK Taylor’s last Strategy meeting.

And what better place to start than with apologies from … Sue Westwood, Deputy Dotty, Murray Who (sorry, Hughes) and last but certainly not least, The Chronicle. The what??? Yes, Dear Watchers, our fearless but strike-afflicted organ apparently still hasn’t given its staff the
five percent pay rise they’re after so it felt obliged to apologise for not showing up for the Splash Showdown.

Presumably the Boy Editor was engaged, along with his senior non-unionised staff, making the coffee or else he was just reluctant to break the tradition of sending only junior, inexperienced staff to cover council meetings.

Whatever, LawsWatch wonders whether Mas will also see fit to apologise to his readers for keeping them in the dark as the Diva and the Dwarves try to dig themselves out of the great gaping hole that is the Splash Centre extension. Or perhaps the Diva will kindly provide a do-it-yourself "news" story to help out his old chum.

Having gotten the apologies out of the way, GK lifted the curtain on the Hindson report. In his comments, Hindson essentially asked councillors: Would you buy a used car based on the sort of information you’ve been given about the Splash Sedan 2005 model? What had been supplied to date effectively amounted to the "glossy brochure" stuff, he said, with no hard numbers on petrol consumption etc. He even dared use the underwriting word, which he’d sounded the alarm about in his report.

That didn’t deter fearless Splash Czar John Unsworth, who said he was disappointed by the report but "grateful" for some remarks by the Diva, which seemed to leave everyone else scratching their heads.

Czar Unsworth left no doubt he was getting impatient waiting for some guidance from the council and that he and his mates had been left dog-paddling in the toddler pool since the heady post-referendumb days when "the city was on a [Splash Centre] high". He also made clear he wanted the council to underwrite the outstanding $1.5 million. The Diva thought an assurance would be needed that the money would be available before any underwriting took place, though Ray Stevens was quickly out of the blocks on that one. "I don’t want assurances," said Ray. "I want the money in the bank." And that was that… for now.

There followed a bit of to-ing and fro-ing about just what the council expected for its $2.5 million and indeed, whether it was actually up for $2.725 million thanks to the amount already spent on design and technical work. The Diva argued passionately that a quarter of a million had already been spent and it shouldn’t have to come out of the $2.5 million yet to be handed over. So, Watchers, set your Diva Detectors to "stunned" for claims by him or others that ratepayers are only splurging a mere $2.5 million on this one.

As for the total cost of the scheme, consultant Dennis McGowan wasn’t prepared to go on record saying it would even be $4.5 million (Watchers with elephant-strength memories may remember that it started out with a $1.8m price tag) and he pointed out that the inflation rate for projects like this had been running at 10-12 percent since the $4.5m figure had been arrived at.

But just as things were starting to seem grim, the Diva swam to the rescue and nominated himself for a place on the fundraising committee. Well that's alright then, things will be sorted out in no time. Nobody mentioned that that sounded more like the Kiss of Death than the kiss of life for a project that already seems to be well out of its depth.

Can anyone confirm whether Barbara Bullock is taking over the Splash project committee following Graeme Taylor's departure? Did that get a mention at the meeting?

GK has certainly said he'd like Barbara Bullock to replace him but according to the agenda, it's the old "any councillors interested in filling" any of GK's roles (strategy, splash, Wanganui Inc, Tupuho) should approach the Diva and appointments "will be confirmed at the council's meeting to be held on 19 September".

Perhaps Mickey is gearing up for another frenzy. He can attack the Council officers for exaggerating their estimates. Then he can attack Chas's Council for borrowing all the money he was going to already. Then he can attack the "arties" for daring to discuss it in public. Finally, he can attack the "promoters" of the project for attempting to "mislead" Wanganui.

It looks like this particular bunch of "promoters" have a get out of jail free card.

But it is a bit ironic, isn't it, that Mickey now wants to be in thick of any fundraising, after all his screaming about Ross M-A and Stephen Palmer being compromised by their involvement with the Sarjeant Trust Board and therefore implicated in the whole misleading-the-council fiction.

And wasn't that the driver for him pulling council reps out of all volunteer and other bodies?

I hear there's a new mayoral crest being designed: Do as I say, not as I do.

I want the pool to go ahead, but as a supporter of the Mr Wills, I would like him to put some guarantees on the table so we will not be paying for a 'white elephant' when this council calls it a day. Come on Rangi, go into bat for the people who voted for you!

To be fair, he didn't slag M-anyon or Palmer for being on the SGTB, but for not telling the truth or volunteering the fact that the Congreve letters of 2001 and 2003 explicitly ruled out a "pledge" or "promise" of $1 million.
In other words, they knew Milbank was fibbing but said nothing.

So, Council has presented Wanganui with an ultimatum: if you want a swimming pool get fundraising or we'll put rates up.

Yes, and then he went on to toss a grenade into the dozens of community organisations that have had council reps, withdrawing those reps and forcing them to rewrite their constitutions, etc.

Why?

Because any councillor in that sort of position would be in danger of being "captured" by the organisation concerned and then attempt to unduly influence the way the council dealt with that organisation.

But that was in a former life when the Diva was on a different crusade. Now he wants his mates to get their swimming pool and he'll stop at nothing to unduly inflence everyone from the referendum on up to the councillors.

What about rates commitments? What about the LTCCP?

Really, when is Michael going to put in the hours required to raise the money?

This is the man who hasn't even managed to organise a downtown office in 10 months.

Yes, it's already spent, mainly on work that Dennis McGowan has been doing. And he certainly isn't off the job at this stage. Seems there could be that much again to be found. Whether the Diva thinks that also should come out of the $2.5mill will be interesting.

Yes it's true ( $275 ) AND they haven't put a cap on the pool project, so it could just grow and grow, like a weed in a stagnant pool.

I know a combination of Nicky Higgie speaking to Mary Bryan has about as much chance of resulting in a comprehensible news story as the Diva partnering Tuffy Churton in the next Dancing with the Stars .... but yesterday's effort was one out of the box.

Apparently Nicky has been saying she was misquoted (surprise surprise) but reading between the lines, she's firing a shot across the Diva's bows when she says she "would rather not go there at all at present".

Mary doesn't tell us where "there" is but my guess would be that Nicky is trying to tell us (and maybe the Diva) that she wants sales of the collection off the agenda at the moment.

Wonder if she's told her boss that yet?

Yes, a bit more hopeful than the council CEO appointment last week. Appparently for all ML's shouting about a big field of quality applicants including people aleady in local government, not one of them made the shortlist.

Word is that applicants with the right sort of experience and the right sort of talent ran a mile when they realised what they'd be in for working with the mad mayor.

So they were left with three on the shortlist without a scrap of local government expereince between them.

I'm sorry but I do NOT believe this council would not have the money for the pool before committing to it. OR 'underwriting' the whole project without taking it back to the ratepayers to decide.

Looks like we won't be extending the Splash Centre any time soon then. Oh well, perhaps we should start joyously anticipating the "Heart of Wanganui". It's nice of Mickey to provide all these events for us.

I think this is a case of GK having outlived his usefulness and maybe even getting carried away and thinking he had some sort of influence on the way this council goes about its business.

Let's face it, he's out by lunchtime (well Sept 30 anyway)and, as always, the Diva will Decide where the grace and favours fall.

Mind you, I think that handing the poisoned chalice of the splash centre to Barbara Bullock or anyone else would serve Laws' well when it comes time to start throwing the brown stuff over anyone associated with a project that is clearly doomed already.

They might mean the council money? When will that be 'in the bank', and from what land sales.?

There was a list of about 90 properties on the block a few months back but many of them were harbour or city endowment and any proceeds from sales has to go back into the endowment banks.

Also lots of bits and pieces on streeet corners etc that would cost more to sell off (to neighbouring property owners) than they're worth.

And of course, the Tupoho people are going through them all one by one anyway.

Just in case you thought Council could just ignore endowment issues: all assett sales have to be approved by the Minister.
