Avian laxatives required


A lot of debate over the fate of Graeme "GK" Taylor, who just happens to be the latest entrant on our Council Watch report card (well if we waited much longer, it might have become moot!).

There seems to be a lot of confusion as to the legal situation in light of the announced intention of Graeme Taylor to resign, so here are the facts:


  1. The last triennial election was held on 9 October 2004.
  2. The next one is therefore scheduled for late 2007.
  3. The Local Electoral Act Section 117 (1) clearly says that if a vacancy occurs more than 12 months before the next scheduled election, then "the vacancy must be filled by an election under this Act".
  4. Therefore, unless Graeme Taylor delays resigning until after October 2006, there has to be an election to replace him. The Council does not have the option of appointing, or leaving the position vacant.
  5. However, whether Mr Taylor does resign, and the timing of that resignation, is up to him*.
* This assumes, of course, that he is not a glove puppet of the Diva, and would sit politely on his hands while someone else made his decisions for him. "Mr Laws [said] Mr Taylor would continue with council roles in the meantime and resign by the end of the year", according to the Chron, so we still await a single public word from GK about his own intentions.

Meanwhile, in deference to the sensibilities of those who see the Chron(ic) as the venerable old lady of Wanganui society, we've buttoned our upstart lips on that topic of late. But the old lady's drawers are firmly round her ankles on the subject of the future of GK and the seat he holds at the Council table.

LawsWatch had news of Taylor's intentions five days ago. If Taylor had refused to confirm or deny that to the Chron, then that is surely a story in itself. But on the available evidence (i.e. what was published) they didn't ask.

Then, the eventual story is nothing more than a rehash of the Diva's press release. No attempt to get Taylor's comments. No analysis of what happens now. No attempt to ask the Diva to justify speaking on Taylor's behalf and keeping him on till Christmas rather than calling an election. Not even a feeble attempt to find out what the people of Wanganui think ought to happen (which, according to our poll, is running 73% to 27% in favour of a by-election).

And rather than the "angle" being the implications for democracy in Wanganui, the story waits till the eighth paragraph before even mentioning it. GK's rugby career, long since ended, is placed higher up the story.

If the region's major newspaper is prepared to sit on it's hands for five days till it's told from on high what it may and may not print, and then does so without any attempt at analysis, it's hardly worth the subscription (unless, of course, you're vitally concerned about what happened to Scruffy).

Commenters, both pro- and anti-Diva, have done far better on this blog. And they even figured out the difference between Graeme Adams and Graeme Taylor.

Sadly, The Watchers have had to stop putting the Chron to its only remaining use. Our budgie has developed a bad case of constipation, staring down at the plethora of dog / cat / rooster stories which now take pride of place on the front page of what used to be a proud newspaper.

HOT OFF THE COUNCIL TABLE

Seems we’re in for the Mother of all Referenda (or should the plural of Referendumb be Referendoh?).

Since GK’s out by Xmas the Diva’s gonna stuff those by-election envelopes with all sorts of Direct Democracy goodies for the children. Let’s start with a replacement for GK (maybe Sue Pepperell and Ray Stevens will make it a hat-trick). Then find someone to take the rural seat left by the MIA Cr Rangini.

Strangely, the Diva then started talking about the referendumb being an opportunity to “debate” the great issues of the day, ie Water (Softer? Fluoridated?) and, wait for it, whether to put the aspirated “h” back into Whanganui.

He also wanted to do a tick-the- boxes exercise on the Maori Ward question, just to really piss off Tupoho and Te Runanga O TamaUpoko -- but Nicki Higgie (that’s right!) pointed out the council had to decide which way to jump by November so it was kahore to that one and back to the Diva’s plan for a Maori committee.

Keeping GK on the team till after September 1 gives them a breather over Xmas and the Diva said the referendalection will be in Feb-March.

It's good to see the council and Ucol agree to work together especially since the other week ,the mayor accused it of being a third rate polytech.

Sadly, Marty Lindsay doesn't seem to be reading this blog (if in fact he CAN read). If he had he might have seen the copy of the Westgate letter posted here.

Today he found himself being all grown up and reporting on Port Committee goings-on in Don McGregor's absence.

He blithely repeated the lie about the Westgate letter indicating a PREFERENCE for WDC over PoW - and the scary thing is that no-one even tried to set the record straight. Especially, of course, not Marty's boss.

Just what stupifying substance DOES the Diva slip into those carafes of water provided for council meetings?

And finally, a word from GK. On the back page with the sports news! He lets Laws speak for him on the front page. The Fitzherbert Avenue Extension debate is a perfect example of why referendoh are a completely crap way to run a town.

Good on you Barbara & Sue for trying, and well done those Councillors who voted for it. Just think: if GK gets replaced by someone who votes independently, Castlecliff might get its extension after all.

What the Chron stoppped short of telling us was that when ML made the fatuous statement "So we spend money on something we don't know if we're going to do?" Barbara Bullock came straight back and reminded everyone that that's exactly what happened at Kowhai Park when the boy mayor decided he wanted some new toys to play on.

Oh dear - the Chron picked up so much speed it tripped and fell when attempting to put together a 30-word correction on yesterday's Graeme Adams cockup.

GK just got promoted again, from Chief Executive of Halberg Trust to Chairman, according to today's Stepping Down brief on page 3(why don't they follow the lead of their parent and most other dailies who now bite the bullet and call such things Corrections)

Chron on Monday:
"Sports and Recreation Wanganui chief executive Graeme Taylor is the Halberg Trust’s new chief executive."

Chron on Tuesday:
"He is the Halberg Trust's new chairman."

If you don't vote in the referendum next year, you'll not vote in the by-election.
But if you do, then the mayor will again use the turn out to triumph direct democracy. It'll probably be the same ballot paper too.

Correct me if I'm wrong - & this is the sort of blog that will correct you and whip your appendix out as well - but this Fitzherbert Avenue extension thing ...
Why do I as a ratepayer need to pay for ANOTHER route to the seaside metroplis of Castlecliff when I can get there via Mosston Road, Heads Road and Puriri Street.
You can get to my suburb from the city via Somme Parade. That's it.
They're already paying the lowest rates in Wanganui, they've got more of my money for their sand/beach - why do they need a 4th entry/exit point?

What minutes? All I know is that according to the referendum info, it was going to cost $208,000. Aramoho pays rates (more than Castlecliff) & we don't get a 4th
entrance/exit to our suburb. Looks like we were saved some money. Good! our footpaths out here are shocking.

But you think a $30,000 case study for kowhai park is ok, not to mention $150,000 for a party. Strange prioirities you have. last time I checked, Aramoho isn't exactly the hive of industrial activity Castlecliff is. The trucks only get as far as Oscam's.

Of course Marty can read. He obviously read the Diva's Sunday Star-Times sermon on the moral imperatives of life. Especially the bit about lying being acceptable. So too have our other august representatives.

That's why they all sat in dumb silence while Marty trotted out the LIE about the Westgate letter expressing a preference for WDC over PoW.

Wear the insults like a badge of honour - we must be doing something right. Dr. Moodie made this point during the CoC hearings - Council's find it next to impossible to get their citizens to talk to them. Alienating even the smallest minority is a backward step, because it damages a Council's ability to deliver the outcomes people require.

This Council seems more concerned with making sure that certain endeavours never get off the ground.

The most enduring myths about Wanganui's history have us consistently wishing we had become the capital, wishing we hadn't rejected Massey, wishing we'd kept the river navigable for freight, wishing always we had had the courage to go with something. Now, afflicted by debt and population decline (which can only be hastened by the current divisions), it is time Wanganui put away the negativity, and learned to become a town looking forward. There's a cartoon in the Listener: Winston Peters cowers on his bed under a blanket, sweating fear. Under the bed, a commie, an "asian" and an Iraqi offer space to a suicide bomber. Wanganui reminds me of that fearful cowering wretch sometimes.

For all that, it's beautiful and I love it.

I've had a councillor say to me that they just don't bother any more because they all know Michael lies all the time
