Under starter's orders


In a straight-to-the-point story on last night's Finance and Administration Committee meeting, the Chron headlines "Sale of donated Sarjeant art not ruled out by Laws". Can't sound a much clearer warning than that.

It won't endear us to some of our readership, but from the LawsWatch secret cave it seems the Wanganui arts community couldn't fairly be described as the most effective political force in town. Not surprising, really... an artistic temperament is probably the antithesis of the qualities that would make a good politician. The closest we can recall an elected official coming to art was Sir Robert Muldoon's fondness for lilies - he couldn't create art, but at least he could appreciate that which can be found in nature.

In the end, the decision on the Sarjeant, like any other matter before Council, will come down to votes. Certainly lobbying has the potential to influence that vote, but there can be no more effective tactic than electing someone who's committed to policies you support. After all, will you be voting for an unknown quantity on 17 September? Or will you back the party whose policies most closely mirror your own opinions?

As some commenters have said, an "arts candidate" would be an easy target for derision. But that doesn't mean a strong candidate whose raft of popular (as opposed to populist) policies included support for the arts wouldn't have a chance.

Over at LawsWatch polls, after gaining a clear lead, John Martin (on 29%) is back to level-pegging with Jodie Dalgleish (on 28%) from a reasonably significant total of 139 votes. The only person who comes close is Carla Donson, back on 15 percent.

If Graeme Taylor leaves Council "by the end of the year" as his Leader has instructed he shall, it's possible Wanganui might be facing a by-election in the midst of summer, when people have better things to think about, like what wine goes well with over-cooked barbeque sausages. That means campaigning probably needs to start in a month or so.

So might we suggest it's time people - particularly Mr Martin and Ms Dalgleish - declared their hands, and people started getting organised? If only one intends to stand, then we'll run a poll to see if support from the other will transfer across.

P.S. LawsWatch intends to offer space to every declared by-election candidate - including anyone put up by Vision - to publish a statement and profile and then, through the comments facility, debate with and answer questions from visitors. We'll also link to any individual website maintained by a candidate.

P.P.S. Over on the General Election poll, Jill Pettis is way out in front with 63 percent, Chester Borrows on 25 percent, (with John Milnes six percent and Debbie Lucas two percent), whilst things look even worse for National in the party vote stakes, with only five percent compared to 50 percent for Labour. Despite asking for party votes not personal votes, Jim Anderton's Progressives are showing no support, and neither are Winston's mob. The Greens are doing well with 21 percent, the Maori Party and the Alliance both have seven percent, the Direct Democracy Party are on five percent (so someone likes referenda!) and Destiny NZ and the Libertarianz are both on two percent.

The Local Electoral Act 2001 does not require that a councillor consult the Council on the timing of his or her resignation. Of course, that doesn't stop them doing so if they wish.

Part 6, Section 120 says:
(1)If an extraordinary vacancy is to be filled by an election,—
(a)the chief executive of the local authority concerned must give notice of the vacancy to the electoral officer; and
(b)the election must be held not later than 82 days after the date on which the electoral officer receives notice of the vacancy...


So while the electoral officer has 82 days in which to act, the CEO, having received notification of a vacancy, can take as long as he pleases to officially inform the electoral officer, it seems.

It's to be hoped that the Chron seeks a definite timetable from GK, or the Diva, or the CEO (when we finally have a CEO) or someone.

Could have sworn I just heard Dotty on Checkpoint saying the council's $150k for the River Queen party is contingent on the economic benefit being established and that work is still going on to do that. Yet here she is blathering on in the Spin Fairy's press release, without so much as a wisp of doubt and certainly no mention about the question mark over questions of economic benefit.

So just what is going on, Dotty?

But at least we're all invited to the Paaaarrrrty! Yee haa! They're probably brewing up Diva Devotion Potion by the barrel at Guyton St right now for the happy punters.

Ummm let me guess ... they've been told they won't be getting the stars after all? Suddenly this is all Wanganui's party says Dotty. Looks like a bit of arse covering going on, when you think about it. So, let's see. What haven't we got yet:

1. A commitment by 20th Century Fox
2. A commitment by the council on the $150,000.
3. A commitment by the govt for more dosh.

So, what have we got? How about:

..we are going to focus on celebrating the movie throughout Wanganui. I will be happy when we finally have a date to work with, a commitment from 20th Century Fox and some funds (talked about but not received yet) from government.

I herd on national radio mid day news that the two main stars were coming out. Dot didn't mention this though on the five o'clock news..... maybe they cant keep up with their own spin. I'm sure we will get the sugar coated version in the RCP tomorrow

So the first NZ screening of River Queen is to be shown in Wanganui early in the new year,surely if someone buys it in Toronto at the film festival it will be screened in other countries before then and we may even have it out on DVD!would someone please explain to me exactly just what the spending of $150,000 of ratepayers money on one film showing, albeit one with red carpet and a prancing mare,is expected to return to our district.And how does this return compare to say the $20,000 allocated to the Masters Games or the $15,000 for the marketing of the Waimarie?

pretty misleading stuff about less councillors saving ratepayers money!
Its my understanding that the pool of money allocated to pay councillors is set by the local govt commission based on population and size of each district and all councils can do is divide up the pool, so whether there is 12,10 or 5 the cost is the same, if they decide to have less then each gets a bigger share of the pool.
also I am sure I remember the then would be mayor saying there were way too many committees with Chairs getting too much money, so whats changed!

After seeing this morning's Chron it's time Nicki Higgie came out and gave a cast iron assurance she will not let donated works be sold, at the very least, without quitting diVision. That might help stem any haemmorhage of works.

A mate of mine who works in local govt. (not in Wanganui) said that we're overstaffed here. I pointed out that we have more facilities here. He said he wasn't talking about service delivery staff, he was talking about admin.

Reckoned we have 50% more staff than we should doing admin. work.

We should axe all the media liaison jobs for a start - all they're good for is pushing spin at journalists.

You're right. We can't. For one thing, just as with the rest of Wanganui there are differences of opinion amongst the Watchers as to who'd make the best candidate, so we'd be fighting over the mouse all day if we wanted to rig the vote.

There are rudimentary protections against multiple votes by the same person... enough to foil casual vote fraud like simply clicking "back" and voting again. But if someone is determined enough, it's easy to cheat if you know how. But this is a website poll we're talking about. Would anyone really be that sad?!
